intermittent windshield wiper not working correctly

I have a 1994 F350 and the intermittent windshield wiper stopped working. Turn it on in any intermittent speed and the wipers will go really slow and turning it off will stop the wiper in it tracks but will not return back to normal position. The normal and high work fine but also will not go back to normal position when in off.

I bought a new switch and this one does the same thing.

Is it the wiper motor? or something else I missed

replace the wiper box behind the glove box.
