You can pick one up at most Pep Boys, Autozones or some such auto store. They can also be bought at WalMarts and KMarts. I got my Hoppy plug kit at WalMart for my '99 Explorer.
When I got my '98 Sport, it had a plug in connector in a plastic bag in the jack storage compartment. If you didn't get the tow package you probably didn't get a harness.
Autozone is speaking of where the harness plugs into from what I can tell.

I mostly have experience with F-series trucks 1992-present, but I think I can help you out here.
What kind of trailer are you talking about? There are two harnesses you have to worry about, the electric brake pigtail harness and the trailer lighting harness. If you just have a 4-flat connector or you don't need electric brakes, you only need to locate the harness to work the lights. My guess there is that you'll get a harness that will either replace part of your existing tail light harness or you'll plug in an extra section to your main tail light harness, which I think you'll find inside your driver's side frame rail near the spare tire.
The other harness that was spoken about that resides in the jack storage compartment I think deals with the electric brakes. That is where my EB pigtail kit was on the Expedition. You take out the little harness for that and hook it up sommewhere under the dashboard. You then wire the other side into a brake controller. This stuff is only if you're talking a big trailer, though, one of those with the 7-pin connector.
Now, this is what I've gleaned from work with the pickups. It might be a little bit different with the Explorer. Good luck!
Thanks to all -- The Explorer has TWO connectors under the car behind each tire. They are round and were capped. One is gray, one is black. It appears that a T-connector could go there that would give me a four-wire flat.
In the well where the jack is stored there is a 26 pin rectangular connector that seems to be in-line with the lights. Ford claims this is the place to connect to.
I am then connecting to a 6 pin square located on the pop-up trailer.
Wow, too much information causes confusion! It can't be this hard!
