As Pack Rat doesn't have adjustable rockers, there's not much he can do if the clearances are wrong, besides convert to an adjustable valve train. I assumed he has the pre 78 design with the press in studs, that have the positive stop shoulders. This early stud mount design isn't adjustable. Post 78 Pedalstal mount rockers can use shims under the mounts, if it's too tight. You can get these shims from Ford.
Chances are they are within spec if he just tourqes em down. Of course, it's good practice to check and make sure, using the either the shop manual procedure or the shade tree mechanics way.
