What is 'reflash'?

I keep reading about people 'reflashing' but even in context I don't know what it is? Can some clarify? Thanks

Simply put, Ford will Flash the bios chip in your onboard computer to change the settings of injectors, fuel, air, etc on your truck so that hopefully it will run better.

The NONVOLATILE memory chip that contains ALL DIGITAL code in the PCM is called a Flash memory. Updating this DIGITAL code is called "reflashing"

The bad thing about the reflash is it sometimes make tihings a lot worse. In my case louder engine noise, loss of power, lower fuel milage and it still didn't fix my AC problem.
