Interior Rain Leak

I have a 1994 Ranger XLT Extened Cab. Rain/water leaks into the interior on the passenger side. Seems like the water drain that drains the area under the fresh air vents on that side is plugged causing a over flow bypassing seals and into the truck. Problem is the cover is tack welded down and I can't access that area. Can I easily remove the cover if I break the tack welds? How else can I clear the passenger side drain?

Welcome to FTE jdr567.
Now that you've looked at it, does it look like you could get in there with a custom nozzle and compressed air?

Maybe, I would have to buy one or have one made up. Visibility is also poor. I was wondering if the vent body will just lift off if I grind of the tack welds. I can tack it back on if it works. Thanks for the idea
