rust spots on paint
I have owned two Ford products painted white. One an F-250 with Oxford white and a 2004 Explorer in Pearl white. I live in New York State and after each winter - when sping comes around I notice small rust spots or dots (very small) on the paint. Looks like it's splattered on. Would anyone know what causes this. I was told its from the brake dust and salt splashing on it??? It doesnt wash off easy and has to be taken off with a pre-wax cleaner.

Welcome to FTE.
Here's a link to a couple of discussions on the subject of Rail Dust.

For the 2004, I'd take it back to the dealer and make them fix it permanently.
Good luck.

Rust spots
I have the same problem every spring. Took a full day to use pre-cleaner and my thumbnail to get them cleaned off. Salt and salt water solution is used here in Utah on the streets and freeways in winter. It almost looks as if this "BRAKEDUST" was hot when it hit the paint because it is really stuck on there.

Hey guys, what you are experiancing is called fall out. It's especially bad here in CA do not go to the dealer just go to any auto parts store and pick up some body clay or overspray clay and a bottle of quick detailer(liquid spray type) this will pull it out of the paint eaisily and leave your paint as smooth as glass making waxing effortless. hpoe this helps.
