Dragging front brake/ Star Adjuster?

Dragging front brake/ Star Adjuster?
I jacked up the front end on both wheels to lube the kingpin zircs, the drivers side wheel still spins free, pass. side wheel drags a tiny bit. No problem I thought, I'll adjust the star wheel off a bit. Doesn't seem to do much of anything, tried a BFH on the drum, is there something frozen or corroded? What's the best way to free that up?

the drums on my first 65 did that to used a lot of wd40 then used a torch to heat it up it worked but I would not use open flame around somthing covered with large amounts of flamble liquid but it was a pretty fire
