E-Brakes are dragging

So I replaced the rear brakes, rotors and e-brake shoes along with all the hardware. This past week I finally got around to making adjustments to the e-brake so it would engage when the pedal is pushed. I set it adjusted the star wheels. For whatever reason, the right side will not grab even though it is adjusted. The cable moves so I know it isn't broken. The left side seems to grab but it isn't enough. Any more adjustment, they will drag while driving. But here is the strange part, when I back up, they grab and hang on. I know that isn't good for the brake shoes/springs as it can damage them. When I start going forward, they disengage and everything is fine and no dragging. I probably will adjust them all the way out so they don't engage while backing and disassemble to take a look. Any ideas why. I know the cables could be getting weak and stretching a little.

Only thing I can suggest is to make sure those two little levers where the cable hooks to are free to rotate when the e-brake is applied, and that they are on the correct side of the vehicle. (I think one set is marked with a "L" and one set with a "R".)
On my '02 I ended up having to run those levers through the sand blast cabinet to get them clean and freed up. I also applied a small dab of wheel bearing grease to the little pin where they fit together, hoping that they would not rust up right away.
I also put a very small dab of grease on the pads of the backing plate where the shoes contact the backing plate, as well as where the two levers make contact with the shoes.

(I'm can't remember if you have a GEN I or II Expy, or if there is a difference between the two's e-brake system, so my suggestion may be irrelevent.)

The e-brake does hold better when backing up as compared to moving forward. It has something to do with the self-energizing effect of the primary verses the secondary shoe.

I did remove then and sand blast them. I applied some grease to the pivot. I am going to take it back apart and check everything and I will probably remove the levers and make sure they are moving free. They were rusted up when I removed them. They did clean up nice. At least now I can push e-brake pedal, before it was froze up. From the levers I would assume. Maybe they did freeze up. Time to take it apart again.

I hate to say it, but it sounds like something didn't get put together correctly. Are the return springs nice and tight when the e-brake is released?

Yes, everything was tight when re-assembled. That is why I am puzzled. I need to tear it apart and take a look. I wonder if the levers have seized up?????

What is the condition of the cable?
Since you are taking it apart again test the cable for ease of movement.
