Just answering my own question - I think I have located the outside temp sensor. I think its a cylindrical device mounted about 1/2 way up the rad opening behind the front grill on the passenger side. When I get a free minute I will pop off the grill and remove the sensor and check for dirt, loose connections etc.
Not sure about the 02, but up until 00 they used to be behind the drivers side headlight assy. in front of the raditor. It is there so that its not in direct airflow.
It will have two wires connected. If you disconnect it, the readout will read 0 deg celc.
Yup - just unplugged it and the display went to two dashes "--". I will see what a new one will set me back tomorrow and post the results if anyone has this problem. Unlike the '00, this is directly in the airflow in front of the rad.
Easy access - just remove the 4 plastics screws along the top edge of the grill and it pops off. Just don't lose the 4 plastic "plugs" that the screws fit into.
