4 low will not engage

4 low will not engage
I have a 94 F150 with electric Borg Warner 13-56 already changed to manual hubs. I push the 4x4 button and i hear a click and the light for 4x4 comes on. I then move the shifter into neutral and push the 4 lo button, I hear a click but no light. The click sounds like a relay, not the motor engaging.
I want to make sure I am doing everything right with engaging the 4lo, do I have to move in between 4hi and 4lo to get into lo.
also, the 4hi light always has a dim light on, not like when i depress the button to engage. I have a chilton manual but the system is not covered at all.
Any suggestions, anyone had a similar problem. I think that if the shift motor was out, 4hi would not engage.
