Trouble Code 32 - EVP

I've been experiencing rough acceleration which felt like the timing was not right. I checked the timing with the SPOUT connector off and it was at 10 degrees BTDC. I then checked the codes and pulled code 32 - "EVP voltage below closed limit". How can I test the EVP sensor or circuit to ensure it is functioning properly?

There are several tests to perform to pinpoint the problem. I would get a Haynes manual if you don't have one already - it has all the test procedures in it, and is easy to follow.
