Those dimples, one on each side, are for manual cable actuated fresh air vents down below. Some '64 and earlier trucks used them; '65 and later did not.
I agree with BP66's answer and would like to offer this adder. My sons's 66 has what appears to be factory optional windshield washers. The push button to operate the washers is located in the drivers side dimple. The pushbutton looks like a door jamb dome light switch and fits the dimple like it was made for it. I have seen similar setups on other 65-66 trucks.

Roger is correct, many of the later ones have the washer pushbutton there.
When I converted my wipers to the wiper delay type (from a '76 F-100), I did not hook up the switch function to spray the windshield, but left the original button intact and operational.
Although, I suppose I could hook them both up!
If the truck came from the factory with a heater, this 'dimple' will be blanked as in the photo.
If the truck did not have heat, the factory installed the cable in the dash and and a flapper similar to the drivers side in the opening in the kick panel.
I have a pushbutton on the drivers side dimple.
I left the key switch in it, but its not functional.
My truck had junk wiring, I rewired all of it.

While cleaning out the barn, I found the 2 speed wiper motor I was going to use on my 66. I am going to use an intermittent wiper motor now.
I didn't realize till then that this had a "rare" (to me anyway) washer swich built into the wiper switch. You pull out on the wiper switch to activate the washer pump. It has been suggested that these switches were transplanted from Ford cars. I cleaned it up and it has a 66 truck part number (C6TB-17A553-H) on it. Would have been of more use in the 61-64's that used the "dimple" for the air vent cable.
i have those dimples in my 66, and ive seen the cables in the 65 and 66 custom cabs...but maybe its a custom job since the vent style changed(for the worst i must say)...i have the washer button too but its in its own dimple above where the vent cables go
Remember guys, If you have a 65'-66' F-350, or F-100 4x4 and possibly the F-250's, that your cab is similar or the same as the 64' and earlier cabs. This is why some of you guy's have this feature on your 65' and 66's.
