97 E350 Heater

My 97 Econoline Heater only blows to defrost 100% of the time. Does anyone know if the directional vanes are vacuum or electric?

Or any specific reasons it does this?

Is it diesel? If its gas it has regular vacuum off the engine. Often you will find a broken RED vacuum line on those Econolines in the engine compartment.

If its diesel it has an electric vacuum pump to provide vacuum for the actuators.

Thanks for the advice, I'll check that out tomorrow and let you know the results. BTW, its a gas engine (6.8L)
