Yes, I believe so. There are other tools that *can also do this.
The EEC-IV test connector can do Self-Test Output (STO).

* if available, you can also connect to the Data Link Connector(DLC).
* your EEC-IV must support this functionality, not all do.
* you need pins #1 and #3 on the EEC-IV test connector to have wires on them
* also, the EEC itself must have the hardware, not all do.

There are dozens of projects, old and new.
Quarter Horse by far the newest and greatest.
Tweecer, ForDiag(czech), Arduino opensource projects, and the oldest is the STAR tester.
