1983 E350 brake booster
Just because it is full of brake fluid does not ruin one immediately
They run for years and years like that, even after it gets half full and starts leaking inside the vehicle, they generally still work
So,
I'd steam clean it, or just a pressure washer, then remove it and dump it out, replace the leaking master cylinder
I've never been able to get one out short of disassembling the booster and destroying the rubber diaphragm

Then I'd dump the brake fluid out, replace the master cylinder and the one way valve and start over

1952-1972 those rods did screw out or the booster (means you could modify a rod)
You could look at Ebay item # 406683358914
That is an old truck one with some attaching parts that might work for you or get with a hotrod place like Speedway and get a universal replacement
Many booster and master cylinder components do interchange, and those guys are the experts for many decades.
I sent them a Tredle-Vac power brake booster and MC for my '56 Chevy Nomad Wagon decades ago. It was returned to me looking brand mew, and I never had any issues with it for 22-years. _ _ they are NOT CHEAP, but Thorough, and worth the $$$.
You can find them with a MapQuest search. _ I just spoke with them last year concerning a MC for my '77 jeep CJ-7.
Note, I chose to order a new re-pop MC from Napa, and had to drill the bleed-hole to direct the brake fluid out the front-bottom in case of a piston seal failure, which prevents filling the Booster as mentioned above.
The E350 probably has a 1-1/8" bore. _ my guess. And another guess is the OEM MC was probable an ACDelco unit.
