Power steering problems

I'm having problems with my power steering foaming over, I've replaced the power steering pump and the power steering gear and I have a new high pressure line can't seem to get it to work, no matter what I do, I've done 20 times lock to lock, I've turned it. Over to take the air out without it running. But as soon as I started, it foams up and flows over with no power. In the steering can anybody help me?I'm lost

Time and patience
Take 20 minutes to perform the air purge
Start with the wheels elevated so there is absolutely no pressure on the wheels forcing the PS to "work"
Go to one steering stop and let it relax, (means do NOT hold the wheel at a steering stop) let it relax near the stop. Then wait 1 minute or until all the bubbles disappear
Repeat on the other side, waiting for the bubbles to dissipate
Do that several times then re evaluate
