I have an F250 pickup box trailer roughly 1970 as it has the tool box down low.with 8 bolt wheels. I serviced the wheel bearings 15 years ago.The lug nuts don't look too rusty but none would turn. I sprayed PB blaster a couple of times. Broke 2 and then tried heating with map torch, then that one broke.
I was using an impact wrench. What should I try next?

I normally use Kroil as a penetrating oil. Allow the penetrating oil to soak, even up to 24 hrs. In any case once you break 1 your going to have to replace it. Some times bumping the bolt tighter than reverse brakes them loose.
If I have to use heat, I use oxy/act so I can heat it up quick and get off it. After cooled I add more Kroil and let it soak a little before trying.
Might as well continue as you were and see if the rest of them break free.
I apply lubricant (anti seize/oil/grease) to the threads when I assemble if they are dry.
And make sure that you don’t have left-handed thread nuts on one side. Have you tried removing any from the other side yet?
I really wouldn’t use an impact wrench now, having experienced three breaks already.
You can still break a stud with a torque wrench, or cheater bar, but at least it’s worth a try to see if there’s a difference.
Check the studs! If there is an "L" stamped on it, it's a LH thread. Previous owner of my F350 knocked 2 studs off because they didn't realize they were LH threads on one side.
Definitely check thread direction though I've not run into LH threads.
I probably wouldn't worry too much about breaking more especially if you find they're all RH threads...you already have to replace three. Might as well replace the other five whether they break off or not. Assuming you're turning the correct direction, they're all likely good and rusted = need replaced.
Found out they are left hand threads. PO installed a dodge straight axle. LH lugs were on passenger side. If I remember right Pontiac used LH lugs on drivers side .This trailer has 8 bolt wheels. Wow.
