Yes, that is the proper procedure. You do not have a short to ground. Now do the same thing, except go to +12V instead of ground. That will check for short to power.

I checked that as well and got OL.

If you have a code 624, the wiring checks out, then either you have a bad EPC solenoid or a bad PCM.

Is there a procedure to check is the solenoid or PCM is bad?
