all time 4x4?

just bought a pos 04 f250. its in bad shape - but I only want it as a farm truck/ and to plow my driveway. it has locking hubs and electronic 4x4 selector. this doesn't work. sounds like it was trying to engage (slight grinding?). maybe a dumb question but is it possible to weld in the differential, to just make it all time 4x4 if im not able to figure out the issues? and if so would the hub selector still take it out of 4x4? this thing will never see the road again. and low budget. anything helps. thanks.

side issue- tried to use the heat. no fan anyone run into this before? I haven't looked into it much yet...

vacuum lines are probably cracked. That would also affect the fan selector for the climate control.

No budget approach. Take the 4x4 motor off the transfer case and rotate the transfer case mechanism into 4x4. Lock the hubs. Farm truck, dress warmer.
