Nothing set in stone yet, EPA will have a clear policy. Emission systems like DEF can be eliminated, will know more later. Please keep the politics out of the discussion.
This is interesting information. Is there any estimate on when the EPA might issue this new policy? I read that they are supposed to lower the priority level on delete enforcement. I also heard that some of the companies abetting the deletes were fined big fines that would probably put them out of business.

That is the discussion, 30 days was the time frame from what I hear.
The clean air act is federal law that mandates emission controls on vehicles. It cannot be revoked by executive action or EPA regulations, it requires congress to repeal or modify it so deleting is and will be illegal till congress acts to change it, so don't get your hopes up.

From what I am seeing, enforcement side the EPA is dishing out falls into the argument of Right to Repair, not the same, just an example. You are right, Federal Law to the Auto Makers so owners fall into a different category, EPA went rogue on owners. Off Road equipment and Agriculture can delete away under current conditions, farm sale I was at, European Tractors had no DEF systems installed from the factory.

Would like to make another statement as well should've included this is the original post, but I am registered in a state/county that doesn't require emission checks or yearly inspections to register vehicles.
I have aswell seen stuff like this, just depending on states as well, where i register my vehicles i don't have to do yearly inspections, and don't have any emission laws.

Wish I had gotten a screen shot showing you listed a 1992 when you joined....before you just changed it. Besides if you've just been lurking for 4 years, you would already know how to find the answers to your questions without asking. Either way, as mentioned, it's still illegal to delete in any state.

No, the EPA did not go rogue on owners. Section 203(a)(3)(B) of the Clean Air Act makes it a violation for any person to manufacture or sell, or offer to sell, or install, any part or component (i.e., “defeat device”) intended for use with, or as part of, any motor vehicle or motor vehicle engine, where a principal effect of the part or component is to bypass, defeat, or render inoperative any device or element of design installed on or in a motor vehicle or motor vehicle engine in compliance with regulations under Title II of the Clean Air Act, and where the person knows or should know that such part or component is being offered for sale or installed for such use or put to such use.
Also, section 203(a)(3)(A) of the Clean Air Act prohibits any person from knowingly removing or rendering inoperative (i.e., “tampering”) any such emissions control device or element of design.
Violation of the tampering and defeat device prohibitions of the Clean Air Act may result in civil penalties. As of January 13, 2020, a person may be liable for a maximum civil penalty of $4,819 per defeat device manufactured, sold, or installed, or per vehicle tampered. A dealer or vehicle manufacturer who tampers with a vehicle may be subject to significantly higher civil penalties. Clean Air Act section 205(a); 40 C.F.R. §19.4.
