Not Building Boost

2016 3.5 way down on power, gas a whining doing like an air leak or air trying to go but can’t ?! Code for under boost comes up .

check the intercooler boots for a tear or loose at the front. I am new to these, but that caused it on my old diesels.

I found this on a search
Under the hood, right at the front where the air goes into the airbox. See if that is open. I've seen them where the clips holding the duct in place are missing and it sucks the rubber into the tube.
Also as pointed to here, is the air filter good?
Another one talked about a PCV hose off that was leaking all the boost?
