KOEO the IPR connector should always have battery voltage. The PCM uses pulse width modulation on the ground side to control the valve. A quick and dirty test you can try is to jumper straight from the battery the crank the engine while watching the ICP. This puts the valve at 100% duty cycle. If the ICP goes up in the 2500 psi neighborhood then the valve is fine. You'll want to unhook the injectors or pull the PCM relay or whatever you prefer to disable the injectors to prevent startup. If it doesn't build pressure then either the valve or hpop are likely bad.
Well, I believe it have it nailed down for now.
IPR solenoid bad. I ohmed it and got around 1k ohm and then swapped it with the one from my 2000 and she cranked right up. Cranked it several times to make sure it wasnt a fluke and the put the old one back on and it doesn’t start.
ordered a oem IPR and hope it continues to work.
