Not famliar with the Pertronxi unit, but my MSD 6AL uses one. I like having the safety catch there if something fails in the throttle linkage or in my linkage :-)

Sounds like a plug-and-play rev-limiter for stock and "normal" electronic ignition.
Because it connects directly to + on the coil, I would NOT use it with an MSD or similar "multi-spark" or high-voltage output unit because it may blow the MSD/multi-spark and the rev-limiter itself.
