AC not functioning

I drive a 2001 E350 Extended passenger van. Recently when I put the AC control to max on the highway it seems that the fan still runs but the the vents shut themselves off. At first the vents would come back on when I was stopped but now the vents do not come back on. I can hear the fan running. and it seems that there is cool air under the dash but it does not come out of the vents. any ideas?

Thanks to all for the help I found here. The Vacuum tank under the heater housing was leaking and the short hose was shot. Replaced the tank and the hose by cutting the fender liner . Works fine now, Patched the liner. Thanks to all.
