IMO you have a wiring short to b+ somewhere or possibly the cluster itself is the fault
There are flow charts and diagnosis materials for that in the service manual
There might even be a bulletin about it on OASIS
I would at least call a dealer you think might be honest and ask them if they have had a bunch of complaints like yours
Cluster is about a thousand bucks installed
If the VSS is not putting out a voltage signal sitting still, you have a short or the cluster needs to be interrogated
That PID you CAN check using Forscan
You better look at a PID list for your 2013 to be sure of the name
Also, I would look at a 2013 Ford service manual to see the actual diagnostic procedure for cluster problems like yours is having
Running your vin through Oasis is a must IMO for your problem (unless it has been wrecked)
If you google your speedo problem you will hear of people replacing the cluster and also resetting the gauges
I would do the reset procedure and see what happens
Simply hold down the reset button and turn the key on
I have not been in an accident.
The van only has 30K. Government purchase. 10 years old and they sell.
I did the reset and will take note the next few days.
I will monitor whatever PIDS I can find relating to speed.
This is my work truck and I will monitor every day I have work. I will not comment on the economic impact to the small business the current administration is levying.
Having only 30K I have not purchased the service manuals. I shouldn't have any issues for another 100K or so.
I did do an internet search and most of what I saw was stupid stuff like take the needle off and reposition it. I suppose that's what you get when you use g@@g!e. I won't comment on how nefarious and despicable a company they are.

@manicmechanic007 , does the PCM or VSC compare transmission output to VSS?

07 E350 5.4 198K miles
I found a DTC. P0297 Vehicle over speed condition.
Dashboard is 4-5 mph slower than speedo.
Did notice a 1.2 mph difference in two of the values. Don't know what that means.
I'm going to look at a different program to see if I can find something else.
