No, they are intended to only be tie-down points, because no one was buying Ford's overpriced accessories that clipped into them (other than the cleats that came with the trucks). Everyone else was buying E-track accessories that also clip right in at substantially less cost and more utility.

I bought the e-bay plates and cleats for my 23 F150. I didn't see any difference in quality from the Ford ones that were on my 20 F150.
I don't care for the cleats, plus all those keys. I have an office drawer with probably over 200 keys in it.
I bought D-rings that use the same 4 bolt holes as the factory plates.
No idea what the cleats are rated for, but you might bend the bed before you rip them out.
