2001 E350 crankshaft pulley/harmonic balancer
all I'm getting is a click from the starter I checked it and the starter works fine the battery is good too.
when I turn the key over it gives me a click and as I hold it for 2 seconds the power inside the cabin goes weak like the dash gives me a small wining sound as if the battery is dead it even does this when I'm jumping the vehicle. I'm thinking it's because all the power is going to the starter but the starter isn't moving causing it to draw a lot of power? idk I'm a DIY'er
But lets say the alternator or power steering or Ac Pulley is seized would it still only give me a click or would it sound like its trying to turn for 1/2 a second

Install the missing bolt and use that to turn the crank
I have seen the AC compressor hub bearing seize and do the same thing
Rare in my opinion but I have seen the PS pump do it too in one instance
Good luck on it being an accessory drive issue
The engine should turn by prying ring gear teeth against the block or bell housing such as to get to the torque converter bolts. Mind that you turn the engine clockwise as viewed from the front.
If you suspect something in the belt drive, remove the belt.
Remove spark plugs if it’s possible the engine is hydrolocked.
