83 F150 351w C6. I was starting it and suddenly the starter scratched or something where it makes a scraping noise and now all it does is make a weird budging noise, I can’t move the crank pulley at all to try and get it off the bad spot. I know the motor isn’t locked up because it was cranking absolutely fine and it has oil in it. What’s wrong with it?
Pull the starter off. See if it's stuck in the flywheel. Once you get it off, then try to turn the engine by hand. If you can't turn the engine, you have a serious problem.

When you say you can't move the crank pulley, what exactly did you do? Crank one direction only, or back and forth? Did it move at all? Even only a few degrees? Or did it have some lash, but not turn through a rotation?
Put a 15/16ths" socket + wrench on the front crank pulley and try to turn the entire rotating assembly; my guess is a gunked-up/stuck starter motor Bendix (the thing that lets the starter turn the engine but keeps the engine from turning the starter).

I finally just took the starter off and I was able to move the crank by hand a few degrees, my best bet is that the battery is dead lol
