Can you drive long enough with the cluster disconnected to see if shifting problems occur?
Is static continuity and resistance testing of wires conclusive if the problem is intermittent?

The issue happens at 28 mph +/- then once I either slow down or stop and then resume driving it is fine until it gets to the same point and starts bouncing again then shifting issues return.
When I say shifting issues I'm referring to....it feels like it just goes into highest gear and I have no power and then I have to push gas pedal harder then normal to get it to kick down and even at that it seems like it goes to many gears down and engine is tached out way to much.
