'99 f250 7.3 ps. 899k miles. Turn key, it might start(more times not). When not,Turn key to start, the Bendix on starter will engage, but not the starter. Replaced starter, same issue. Can jump the solenoid on fender and the majority of the time it will start. Sometimes while trying to start when using the jumper, the starter engages and immediately disengages the starter. Batteries and connections are good.
How are you jumping the solenoid on the fender? Are you jumping the 2 large terminal or are you energizing the small terminal to energize the solenoid?
I'm not sure what you mean that the bendix engages but not the starter.
Is this an auto or manual transmission truck? If auto have you tried starting in neutral or holding up on the shifter while turning the key? Does the shifter feel sloppy or loose? If it's a standard have you checked the neutral safety switch?

Does the starter motor sound like it's spinning, but not engaging the ring gear on the flywheel?
By doing that you are completely bypassing the solenoid. You could do a voltage drop test on the solenoid, common for them to have bad contact inside causing high resistance and dropping voltage to starter.
