I believe that's the vacuum line for the canister operating the Fresh Air / Recirc blend door. Should be hooked into a vacuum line in the harness near there.
Just plan on learning the entire vacuum circuit and replacing all of the lines with material of your choice. That white line is always destroyed on these trucks, but the others are hit or miss in survivability..........i doubt that's the only one you find that's compromised, and making it a mission to replace all of them is not time wasted.

Yes. It is the vacuum line for the fresh air door actuator. Both ends of the white line are still visible in that picture.
Cut it back far enough to get to a place that isn’t crumbing and patch in a piece of rubber hose.

No. The temperature blend door is behind the glove box. It is cable driven. Is it moving back and forth when you turn the dial from hot to cold and back?
The blend door actuator needs to be checked
That is the most likely cause of no heat on your 1997 (if the heater hoses are both hot)
They sell that plastic vacuum tubing at the parts stores
You can repair the broken parts with small rubber windshield washer tubing

That blend door actuator is accessible from behind the glove box
Remove that white box (the actuator) and see if the door moves freely and if it is broken or not (they break) (case warps etc.)
The little gears in the actuators break if the door binds
