It looks like the short stub end that is supposed to go into a hole in the exhaust manifold, or other similar place that would pick up hot air, has broken off. Look around in the area where it dangles and see if you can find a small hole with a piece of tubing in it. That'll be the spot it goes to.
The line in your hand is the fresh air IN. Which connects to the bottom, hot air out the top feeds the "hot air choke".
Search " hot air choke" for more photos and repair info.
Or install a manual choke.
