Do you know what the VGT is being commanded through FORScan or other monitor? Could be the VGT solenoid if it’s being commanded and not doing anything. Would also look at the connector.
I appreciate all the help on my issue but at this point I am done with trying to get in to run right. I have exhausted everything I know at this point and just dont want to put anymore money into it. I kinda knew that when it quit running that it would never be right again. There is a lot of good people on here that know there stuff but nothing works.
Called many shops across the country and nobody has any answers and I cant afford to take it to a shop so that is it for now.

I'm assuming the data above is with the engine running since the ICP is in the 700s. Your voltage is awfully low. It should be at least 13.5v. I worked on a 2003 6.0 that had a low power/low boost problem a while back. Disconnecting the the MAP sensor harness made the truck run fine. Even with a brand new OEM MAP sensor, this was the case. I never did find out what the actual problem was because the owner decided he was fine with the MIL lit up as long as the truck ran OK. So, maybe it'd be worthwhile to pull the wire connector off the MAP and take it for a ride . . .

There was no check engine light when the truck i was talking about ran like crap either. The MIL was when the MAP was disconnected and the truck ran well.

Need to see IPR% and ICPv. Your duty cycle in the pic before this one is wonky (.14 ain't right...). Unplug your ICP sensor and see if that changes anything.
Well the update is truck still won't get any boost. junk pile has been down for a year now. Only thing I have not changed is the FICM and the PCM. No idea what to try next I am out of ideas.
