It was a new Motorcraft in the package. And yes it would get around 430-480 psi no matter how long I crank it. And the same reading with 3 different IPR's.
LOL - didn't answer the question ...........I can get "new motorcraft in the package" off of Amazon - and it is fake. I know - 3 different IPRs SHOULD confirm it isn't the IPOR, but the real issue is communication.

Have you done an air test on the high pressure oil system, preferably w/ the valve covers off?
Unfortunately there are many threads on new standpipes being installed and their o-rings having been torn on installation - before the engine ever could start up.

did an air test with 150psi and It was good held pressure for atleast 10 min
Well thanks all for the help don't know what I am going to do now but I am not going to put any more money into it. Probably just park it in the yard .
The IPR should should work wired either way. Simple on/off wiring (pulse width modified signal ).
While I agree with you, i'd also want the wires in the correct spots for future troubleshooting so I or someone else don't end up chasing my/their tail with confusing results.
