4R100 line pressure issues

Looking for a little advice dealing with an issue I am having with a 4R100 transmission I just rebuilt. After installing transmission, new converter, cooler and external filter I added 12 quarts of fluid and started the truck. When I put the truck in gear it had no gear engagement at all so I shut it off added another 2 quarts of fluid and hooked up a gauge to the line pressure port. Started truck back up and gauge showed 0 pressure. Pulled cooler line and it was dry. Hooked cooler line back up restarted truck and all of a sudden I had 65 psi line pressure and transmission went right into gear. Shut truck off to check a few things before attempting to drive and when I started back up there was no line pressure again. After this when I start the truck sometimes it will make line pressure other times it won’t but I can not figure out what could be causing this. Pulled pan and checked filter was seated and transmission was full of fluid. Now transmission is back out and I have checked pump regulator valve and pump gears only thing I noticed so far is the outer gear to pump pocket clearance is a bit excessive, about .015, but pocket and gears are in good shape. Any ideas would be greatly appreciated.

You say you put 14 quarts in it. It holds 18 quarts. Running it four quarts low will cause no line pressure.

If the transmission was dry..
If the torque converter was dry.. Bad move, fill before installing.
The total system needs about 24 quarts..Depending on the cooler you use.

Easy way to fill the system is to pull the 42 pin so that the truck will not start.
Place batteries on good high amp charger.
Fill pan with 8 or so quarts of fluid.
Crank for about 10-15 seconds.
Check stick and verify fluid drop.
Add a few more quarts.
Repeat as above several times.
When the fluid stays in the same spot you are close to proper level.

Be sure to let starter cool and batteries to charge.

Others may do it differently but this method works.

Thank you for the replies. Mark Kovalsky I had added a total of 22 quarts with no change to behavior before I pulled the transmission back out.

Thank you for the reply. I had added a total of 22 quarts to the system including what I put in the converter before installing. What is strange to me is that the line pressure comes and goes doesn’t seem to make sense it’s either good or zero and it happens instantly not like it slowly goes away.
