My RPMs would stay up while shifting my truck. It turns out that the throttle cable was hanging up on the plastic tube that goes through the firewall.
The plastic tube is pre formed with an angle to compensate for the angle of the firewall.
I had the flange turned 180 degrees out, so the cable hung on the edge of the tube. Turned the tube around and problem solved.
A few weeks back, I discovered that I was missing an E clip at the top of my throttle linkage post. I thought that solved the problem, but it didn't I had this angle facing the driver's side door. It should face the passenger side door The throttle cable was hanging at the green dot. The wear mark where the cable was hanging.
