You can pull the cluster and test there. You are going to need a multimeter to know what voltages you are getting to go much more into this. But assuming all voltages are good, you have all good power and grounds at the pcm connector, it's sending a good 5v ref but no wait to start. I would say bad pcm.
maybe someone else is seeing something I'm missing.

ok in my cluster what do I test sorry really just don’t know and how many volts am I looking for
Wait to start is blk/pnk looks like it's a ground, red/yellow is power to the cluster.
if you aren't getting any cluster lights take a good look at that connector.
Your looking for system voltage on most of this, 5v ref you are looking for 5v. If you can't manage near 5v on the ref you could have bad grounds or power to your pcm.
I'm trying to go to easier things before back probing the pcm connector because I hate getting at that thing.

ok so I am gettin 5v to the wait to start wire the cluster power is getting around 11 where can I find a diagram for the dash cluster wires because someone has done some weird wiring back there
Well I tested to the best of my ability the wiring to the cluster and I was getting 5v to my wait to start Wire so I replaced the dash and now have another light the airbag light on but still no wait to start do I need to pin out my pcm to make sure every ground and hot is getting power or pin out the dash cluster wiring
How are you testing that, it should be a ground. New plan go with an incandescent test light. Go to batt + and back probe that wire then turn the key on. I'm guessing it's not going to light and you have ground problems to the pcm.

I tested it by having it plugged in to my cluster and the black and pink wire has a splice and a connector on it so I just turned the key on and struck the red into the connector and the ground on a ground and it read around 5v I can try your way sometime and see what I find
You can Google voltage drop test to understand that better, but that is a bad ground circuit You can check at least one pcm ground near the master cylinder on the fender. I'm not sure if there are any others I would need to look through diagrams.
edit to say always check your meter connection to make sure that was good.
