I'm aware that my 2010 F350 SD (90,000 miles) has an electronic speedometer and is not driven by cable from the transmission. However, it has an intermittent speedometer cable rubbing noise between 30 and 40 miles per hour directly behind the tachometer on the left side of the cluster. And yes, the rubbing noise varies with the vehicles speed, exactly like the noise would be from a speedometer cable.
This F350 is an XLT model and does have cruise control.
Looking up under the dash, it gets very busy up there and is difficult to get my hand in there and feel around. I believe my next step would be to remove the instrument cluster and take a look around for a mechanical cable.
Would anyone have an educated suggestion as to what this could be? I greatly appreciate your help!

A couple of weeks ago I was driving into the next town over and all of a sudden, I heard this horrendous crunching coming from the right rear wheel. Not having a cell phone I limped the truck home for about 5 miles.
Removing the rear wheels, calipers, and rotors, I found that the RR emergency brake shoes had totally come apart inside the rotor/ e brake drum, ripping the backing plate to pieces, so bad that it was scoring the inside of the aluminum rim and also damaged the e brake cable.
I replaced the backing plate assembly which came with the e brake shoe assembly already installed, e brake cables, rotors, and pads. (NAPA $ 1,100.00)
Now that intermittent speedo cable noise behind the tachometer is gone...
My thoughts are that the self-destructing RR e brake noise was being transmitted thru the e brake cable up to behind the tachometer where the top of the foot pedal e brake mechanism is.
I am in my late 60's, retired, a very serious gearhead and wrench, and it seems that EVERY issue I have with mechanical things nowadays is just bizarre!
