So I've had this issue with my 2000 Expedition for the longest time. My brake lights would only come on when my brake pedal was about half way through it's travel.
I've noticed people behind me braking later than they should. This has always bugged me.
I had the same issue on my 1995 F350. Buying a new brake signal switch doesn't solve the issue.
On the F350, the spring in the switch is exposed. You just bend a couple tabs, remove the spring and snip off 1 to 2 coils. Problem solved.
With the Expedition, the switch is enclosed. There are 3 plastic tabs you need to pry loose to get in to the inner workings.
Remove all the copper legs, they just pop out of place. Compress the black plastic plunger a little bit and pry it out. The spring is about 2" long. I snipped 1.5 turns off with a pair of dikes. While I was in there, I took some 800 grit to the contact points that looked like they needed it.
Put it all back together and I get instant brake lights!
