The pump is supposed to shut off after about 1-2 seconds when there is no input from the distributor. (Not turning over or running)
If it's not shutting off, it's either not wired correctly, or the EEC module isn't working correctly. (It controls the fuel pump relay)
Make sure you've got fuel pressure as has been discussed, if that doesn't pan out, I'd start looking at the TFI module.
