01 excursion 6.8 GEM issue? Going Crazy

01 excursion 6.8 GEM issue? Going Crazy
01 excursion 6.8 4x4
Drove the truck early morning no issue, I did get a beep 5 times and then it went away.
Parked the truck came back 3hrs later and it didn't have enough juice to turn all the way over.
Jumped it started right up. However......
Turned the key off and removed it from the ignition opened the door and the key ding was going off, the radio was still on, the windows still work, the blower motor was still running but the engine was off. Also my key fob no longer works. There is some clicking at random as well. Also while it was running it tried very quick to engage the starter. Oh and the horn was going off randomly (not like the alarm, just coming in and staying on)
I replaced the ignition cylinder, cleaned the cables, battery terminals and even for kicks replaced the battery.
No change, I am assuming at this point it's the GEM the truck did just sit through a passing hurricane (not direct) but it is completely dry under the dash carpet and so on.
Any other diagnosis I can do? If it is the GEM how do I go about finding a new one to match and replace it, is this a hard feat?
