SOLVED This is becoming annoying, I replaced the injection pump on this truck, added an electric fuel pump, re did all of the return lines, cracked the IP hard lines to see if anything would come out and I got nothing. Plenty of fuel coming out of the filter and plenty fuel comes out of the return lines, just no fuel actually being supplied to the injectors... the truck immediately locks up if I try to use ether so that's out of the question. EDIT: the FSS is also in working order, it makes the clicking noise. Picture of when I finished installing the IP, Don't worry about the hole, it makes trouble shooting easier.
Turn your ignition switch to 'run' and pull off the fuel-shut-off solenoid on top of the injector pump (where my pen is pointing in the attached photo). You should hear and audible click and a small spark when you tap the connector against the terminal. If you don't, you need to investigate why.

The FSS dose work, I forgot to mention that. It was one of the first things I checked.
Make sure it's getting power /while/ your cranking the engine. It's rare, but a broken ignition switch might kill power to the fss while your cranking.
Double check all your connections. In the pic your upper radiator hose is disconnected. I @$$ume you disconnected it to get the IP in easier. There might be something you overlooked.
how long has the injector pump been sitting?
if it was a while with fuel in it, the solenoid may be clicking saying it is working, but the fuel could be gelled/gunked up holding the solenoid closed.

I woke up today after having the batteries on a charger all night, im not 100% on why the truck decided to start today and not yesterday but it went like this: Un hook battery charger, spray WD40 into intake because why not, crank over truck, smoke from exhaust while cranking, run glow plugs, crank and engine fires...... I'm gonna assume that the engine cranking over fast enough with good batteries and the fresh diesel sitting in the injection pump was the right combination.....

yes it was a used IP I got off of Ebay for super cheap, it was pulled off of a wrecked truck AFAIK but the truck runs better than it did.
First video is when the last time the truck ran with its old IP that had issues and the second video is when I replaced the IP and got it going this morning.

sounds like the starter is tired.
also sounds like the timing is off.
Engine is probably really tired it had a banks kit that I took off, Starter is new I just don't have good enough batteries or good enough grounds maybe?
The wiring on this is not standard from when some one engine swapped this truck and just cut off all the wires going to the engine and re wired it with wayyy too under gauged wiring that caught on fire when I first got it.
I'm 100% sure the timing is off because all I ever did was line up the marks on IP and the gear housing.

I think this was part of the issue, I had to run a wire to the IP to get it to start and but after it fired I could remove the wire and it would stay running.... so I guess solenoid is bad or I have to go through the "custom" wiring....
