2011 f250 boost problem

I have a 2011 f 250 6.7 it has 157000kms. after getting off the highway and stopping at a light for 2 mins when i went to go again it almost sounded like a fan and i hardly got any boost. My CEL came on and i got the code P132B. after driving for a couple mins my truck went back to normal boost. this was happening every so often but the code never came back. it seems to happen mostly when i drive for abit then idle and start again. i decided to get the truck deleted and tuned (65hp tune). the shop that installed the tune thinks i have a sticking vane. any tips or ideas for me to try before buying a new turbo? or any idea what else is could be. thanks! (first time poster)

It's never the first start of the day, just occasional subsequent starts, usually brief vs an extended soak. The vanes stick closed. This has plagued my truck since it was mostly new, PCM firmware update after update never fully resolved it. I haven't had the issue in a long time, which I explained in another linked post, but I can't say the replaced wastegate solenoid had anything to do with it. I don't know that a new 2011 model turbo fixes it (possibly the 2015 replacement design does) because if it were sticking vanes on the turbo, it would happen a lot. I think it's a programming bug with the PCM solenoid which controls the oil pressure for the vanes and occasionally, it just doesn't work at startup ("rebooting" fixes it). However, if it never occurred until high mileage/age, then it'd be reasonable to assume it's a hardware issue.
