Might be location 7. Check for voltage at that location with the key on.

nope not getting close to 12 V anywhere with key on.

Edit- okay only getting 12+ V at 10 and 11 key on

Pop the PC connector off of the IVR. Follow the traces on the PC that run from the IVR connectors. One should run to the studs for the gauges, the other trace should run to the socket. Which location does the trace that runs to the socket go to on the harness plug? I'm guessing it is #7. I don't have a 74 cluster at the moment, so I am guessing here.

Whatever the location is, it should have power with the key on. If it doesn't you have to figure out why it doesn't have power. I don't have a 74 cluster, wiring diagrams, or owner's manual at the moment, so I'm not going to be much use tracking down where the power comes from.
