That doesn't work any more. There is a non-removable "basket" in the power steering reservoir that prevents you from sucking out the fluid. I tried it a few weeks ago. I was bummed.
Really? I did a go through of most of my major fluids (trans, xcase, both pumpkins and I thought power steering) back in January during one of those totally normal 60* days.... I thought I was able to draw some out using the HF siphon kit but I could be mistaken. I will need to pop the hood to double check.

As an aside, the maintenance schedule calls for this filter to be replaced at 100,000 miles. Anybody that changes it more often than that is simply being wasteful. The exception being the first change due to the factory installed filter likely having the incorrect bypass spring installed.
I only had it on the list to change because I read on this forum that they should be changed at 40K because when they clog they can lead to upper oil pan leak. Is this still the case? I don't mind saving my 695.00 and doing it at 100k
In response to above comment, I already have done the Differentials twice at 20K mile interval for a couple reasons. Fuel filters get done every 10,000 ( Every other oil change). I'm not waiting to 30K on those,

Mileage aside, why would you consider paying $695 to replace a part that at full MSRP costs $160 and takes 15 minutes to change. It sounds like you don't mind or maybe prefer to have your maintenance done long before Ford recommended intervals, so I don’t see why you should treat the CCV filter any different. I wouldn't pay $695 to do it though.
FWIW, when I changed the engine oil last weekend, I checked the air pressure coming out of the oil fill pipe. It was minimal. Not enough to pop the cap off if it was loose. My understanding is that if the CCV is clogged, the cap will pop off.
