Hmm maybe but I do watch the percentages so it is working usually settles at 16 percent, but how would I test that its leaking ( assuming internally) as i have checked with propane ect
Also idle is now only about 200 rpm high which is a good improvement
Idle still does not change with the iac plugged in or not so currently idles around 802-830 also noticed my tps voltage is not in spec closed is.075v wot is 4.64v.
Are you doing these test while the engine is at running temp, if it is not going into closed loop, than the IAC plugged or unplugged will make no difference.
Well finally solved the problem, turns out it was the new iac valve. On a whim put the original back on to see if the iac percentage changes and wham perfect idle ,runs like crap when I unplug exactly like it should. So I now idle at 700 rpm at operating temp . Thankyou for all the help I can only assume that in the beginning there was a vacuum leak and once I repaired that I was chasing my tail due to bad brand new iac

And this is exactly why we tell so many people to not just throw $$$$ at parts they THINK might solve the problems. Today's replacement parts are not nearly as well built or QCd as in the good old days.
I had to learn this the hard way, but at least I did it with Junk Yard Parts, so it didn't hurt too badly.
