Looking at a 86 460 that present owner has never heard run. Says that the starter will turn motor over then hit a dead spot, he thinks it has 2 spots on flywheel. sounds like dead spot in 2 places or engine is locked. Have not tried to turn it with a breakover and socket. What do youall think?

What happens at this dead spot? Does the starter rev up as if the gears are no longer meshing? Or does the starter bog down and stop spinning? Big difference in how to proceed, so please let us know.
If looking to buy a pig in a poke, your troubleshooting options may be limited. Plus, if you get the truck running before agreeing on a price, the seller may want more. Are you a gambling man? Willing to make a low offer and have the truck towed to your place? Doesn't sound too hard to fix, but not sure I'd want to be doing it at the seller's place.
As a rough guess, if the crankshaft spins at all, the engine isn't seized up. Hard to imagine a scenario of internal damage that would let the crankshaft spin and then stop.
If the starter revs up, that's probably missing teeth on the ring gear, or a bad starter.
If the starter bogs down and stalls, that could be a weak battery, bad starter, bad starter relay, or a problem with a cable. Troubleshooting details here:
