[i]I found out that starting in 05 SD's will only be available in CA with the Torqueshift due to emissions. Ford is also aware that the lower radiator hose can/will rub on the steering box and they recommended tying it off with wire ties in order to keep it away from the steering box until a change can be made.

Yes. As far as I know. It is a problem with how the 6.0 fits in the engine bay.

i just found this info on the current 6.0.

The 6.0-liter Power Stroke® V-8 is a direct-injection, 32-valve turbodiesel with cast-iron block and cylinder heads. Featuring innovative Electronic Variable Response Turbocharging (EVRT), hydraulic rail fuel injection, pilot injection, and exhaust-gas recirculation, the 6.0-liter Power Stroke® boasts the highest torque and horsepower in its class.

OK. The Super-600 must use the same injectors as the current 6.0, which is not a common rail system.

They must call this "hydraulic rail".

A wise precaution.

I had to fix a lot of rubbing connections on my 7.3, and they had been making that for 4 years!
