I have a 05 excursion limited v10. Bought back in December and can't get cruise control to work. So far I have tested the deactivator switch and it is fine, I am getting 12v to the switch. I even jumpered out the connector and still nothing. I replaced the switches on the steering wheel mostly because the old ones were wore out. I am getting my 2 powers, a ground and all my ohm readings at the servo connector when pressing the buttons on the steering wheel. I replaced the servo with a new oem servo. The cable from the servo is attached to the throttle body. I have tried the diagnostic test using the buttons and only the first light comes on when pressing off and turning the key into the run position. None of the following buttons after make the light flash on the dash. I do not have a problem with the VSS, or the abs, wheel speed sensors. I'm out of options please help.

There is a cruise control self test too, not sure about how it's done past my year.
Press the speed control ON and the COAST/DECEL buttons at the same time. Does the horn blow? (This is an "Easter egg" that tests most (but not all) of the switch and the clockspring circuits for the speed control under load.) May be extraneous of you've already done the resistance checks of each switch position.
Did you verify that the BPP input (pin 4) to the servo module was grounded when the brake pedal is released?
