I have had my 2001 7.3 4x4 excursion for 1yr & 1m now - i just changed the whole headlight assembly & switched to LED. I choose lights that didn't require any re wiring (for a reason) but with the new lights I have noticed (paid more attention) that the "low" beams aim higher than the "high" beams. & it's both sides - where should I start looking for switched wires. I am pretty sure this happened before I bought my girl.
Even though the pinout is different, a lot of the amzn ebay sellers don't know or care.
There is, or should be a clocking ring on retrofit led lights to align the cutoff. That might be something to check as well.

Wow. I had no idea that those two bases had different pinouts. Who's the genius that did that????
But it certainly explains his issue. Complete the circuit with the left and center pins on the left bulb and the low beams are on. Complete that same circuit on the right bulb and you get high beams.
It looks like the circuit that produces the high beam on the bulb on the left will result in dark in the right bulb. I wonder if he's seeing that?
Not knowing what bulb assemblies are in use and how they are installed, could be a number of things.
Even if the pinout in the plug is corrected, the two styles are designed to cam into the housings based on the filament orientation, so the cut-off could be anywhere creating dark spots where light should be.
We also don't know what housings are in use, which will certainly affect lighting quality.
I switched from Spyder headlights back to the newer Ford OEM headlights and when I put the bulbs in originally I aimed the filament directly vertical (which I thought was correct). I had the EXACT same issue you are having. My low beams aimed higher then my high beams (when I turned on my high beams they aimed down towards the ground).
I found out through a random youtube comment on a Headlight Revolution video that the OEM orientation in the OEM housing is actually canted, not vertical. When I took the bulbs out and turned them slightly so they were canted when snug, it fixed all the issues. I am at work and cannot upload pictures, but if you go to Tasca Parts website and search for "headlight housing" for 2005 F250 you can check the pictures of the housing and see the orientation of the bulb from the rear.
Even if you are not using OEM housing, my bet is that you have an bulb orientation issue.
